This is Felicity's Town Fair Outfit complete with a NRFB Windmill. It is brand new and comes to you in a clear plastic bag. American Girl described it as follows. The town fair on Market Square was the place to be seen in Williamsburg! Felicity looked fair indeed in her "walking dress"-a style inspired by French fashion.
